Oracle – SQLDeveloper – Unable to edit Stored Procedure

Using SQLDeveloper, created  a Stored Procedure.  But, was unable to select the Stored Procedure and edit it.

The error resembles the one pasted below:

java.io.IOException: exception loading Procedure
java.io.IOException: exception loading Procedure LAB.SAYHELLO@XE at oracle.ide.model.TextNode.openImpl(TextNode.java:530) at oracle.dbtools.raptor.navigator.plsql.PlSqlNode.openImpl(PlSqlNode.java:74)
Solution:

Have the Oracle DBA grant ‘View dictionary’ to the user:

Syntax:

grant view any dictionary to <user>;

Sample:

 

grant view any dictionary to billy;
